The U.S., Canadian and Mexican leaders have met in Ottawa to boost economic and security cooperation at a time when the European Union is beginning to crack. Britain's plans to leave the bloc, and the terrorist attack in Turkey, overshadowed the meeting Wednesday in the Canadian capital, where the three leaders spoke of greater integration among their countries.
